sitting on his bike facing traffic pointing a radar gun at opposing traffic. He was stopped facing the opposite way on the enter side of an entrance to a business. Is this legal?? Isn’t that considered a private property?

It depends on the zoning laws of Arizona. At the Federal level, you can tell where public property ends by where grass is mowed or not. Usually the sidewalks next to a business are the line between properties; it sounds like this officer was nowhere near the entrance to the building. (which matters most)
